Pre-installed 2D Packages are not hidden when the visibility toggle is clicked in the Project Window
Reproduction steps:
1. Create a new 2D Core Project
2. Ensure that all the 2D Packages such as (2D Animation, 2D Common, 2D PSD Importer, 2D Sprite Shape, 2D Tilemap Extras) are installed
3. In the Project Window, open the ‘Packages’ folder
4. Click on the package visibility toggle located at the top right corner of the Project Window
5. Observe the 'Packages' folder in the Project Window
Expected result: All the packages are hidden
Actual result: Only a few of the installed packages are hidden
Reproducible with: 2020.3.47f1, 2021.3.25f1, 2022.2.19f1, 2023.1.0b16, 2023.2.0a14
