Position Handle Drawing is not working when using a script to draw it
How to reproduce:
1. Open the attached project "DrawOnSceneGUITest_.zip"
2. Open "SampleScene" scene
3. Double click on the GameObject called "GameObject" in the Hierarchy window
4. Observe the Scene view
Expected result: a position handle is drawn
Actual result: a position handle is missing
Reproducible with: 2021.2.1f1, 2021.2.2f1
Not reproducible with: 2019.4.32f1, 2020.3.23f1, 2021.2.0f1, 2021.2.3f1, 2021.2.4f1, 2022.1.0a16
