Position coordinates are ignored when using "Handles.DrawCamera"
How to reproduce:
1. Open the user's attached "Handles DrawCamera Test - 2022.zip" project
2. Enter Play Mode and open Menu > Custom Editors > Show DrawCameraTest
3. Observe the view
Expected result: Rectangle is aligned with the top left corner
Actual result: Rectangle is not aligned
Reproducible with: 2021.3.2f1, 2021.3.16f1, 2022.2.2f1, 2023.1.0a24
Not reproducible with: 2020.3.43f1, 2021.3.1f1
Reproduced on: macOS 12.4 (Intel)
