PointerUpEvent is not registered by VisualElement when DragAndDrop is used
Reproduction steps:
1. Open the attached “BugRepro” project
2. From the menu navigate to Tests > Pointer Up Test
3. Click on the green box
4. Observe the Console window
Expected result: OnPointerDown and OnPointerUp should appear as a pair
Actual result: Only OnPointerDown is printed
Reproducible with: 2021.3.40f1, 2022.3.39f1, 6000.0.12f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested

Resolution Note:
During a DragAndDrop operation, the current window loses control of the mouse until the operation is completed. You can register a callback to both PointerUpEvent and DragExitedEvent if you want to capture all possible scenarios where the pointer down-and-up sequence is completed.
