Point Lights and Spot Lights do not function in Safari 12
How to reproduce:
1. Open the project attached by the user (Safari Light Bug.zip)
2. Open the "SampleScene" Scene
3. Run the Scene, notice the green and red lights
4. Build the project for WebGL, run it on Safari 12
5. Notice how no lights appear
Expected result: Spot Lights and Point Lights appear in WebGL builds on Safari 12
Actual result: Spot Lights and Point Lights do not appear in WebGL builds on Safari 12
Reproducible with: 2017.4.0f1, 2017.4.14f1, 2018.1.9f2, 2018.2.14f1, 2018.3.0b8, 2019.1.0a6
Notes: Seems to definitely be a Safari issue, as it works with other browsers.
