[Android][GLES] The 2DLight is disproportionately bright on some Android devices when OpenGLES3 is used

How to reproduce:
1. Open the “Finalrepro.zip“ project
2. Open the “SampleScene“
3. Build and Run for Android

Expected result: The lighting is not disproportionately bright
Actual result: The lighting is disproportionately bright

Reproducible with: 2023.3.0a18, 6000.0.56f1, 6000.2.1f1, 6000.3.0a5
Not reproducible with: 2023.3.0a17

Reproducible environment: macOS 15.6 (M4 Max), Windows 11 (Reporters)
Not reproducible environment: No other environment tested
