[Player Settings] [Common] [Configuration] - Incremental GC/Active Input Handler - Non active build profiles shouldn't ask to restart
Steps to reproduce:
1. Open File > Build Profiles
2. Create a build profile and add player settings to them (press Customize Player Settings)
3. Change either incremental GC or Active Input Handler under Other Settings > Configuration
Actual results: UI asks to restart
Expected results: UI shouldn't ask to restart.
