Play, Pause, Skip Frame buttons in the Toolbar don't have Tooltips when hovering the mouse over them
How to reproduce:
1. Create a new Unity project
2. In the Toolbar hover over the Play button
Expected results: Tooltip appears
Actual results: Tooltip doesn't appear
Reproducible with: 2021.1.0a1, 2021.3.5f1, 2022.1.7f1, 2022.2.0a18, 2023.1.0a1
Not reproducible with: 2019.4.40f1, 2020.3.36f1
