Play Mode is stuttering, and spikes are present in the Profiler when using the DX12 Graphics API with Unity Starter Assets
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Starter Assets/Sample/ThirdPersonController/Playground.unity” Scene
3. Open Profiler (Window > Analysis > Profiler)
4. Enter the Play Mode
5. In Play Mode, use the right-click to look around and press the “W”, “A”, “S", and “D” keys while observing the Profiler
Expected result: Play Mode runs smoothly, and no spikes exist in the Profiler
Actual result: Spikes are present, and Play Mode is stuttering
Reproducible with: 2022.3.65f1, 6000.0.54f1, 6000.1.14f1, 6000.2.0b12, 6000.3.0a4

Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
Notes:
- User reported this with Nvidia RTX 5090, but CQA reproduced with AMD Ryzen 6800 XT
- Reproducible with DX12, but stuttering was not present when testing with DX11
