[PlasticSCM] Assets folder marked for add doesn't appear in Outgoing tab of Version Control window
Steps to reproduce:
1. Create new project and enabled PlasticSCM
2. Open outgoing tab of Version Control window and submit changes
3. Right-click Assets folder and mark it for add
4. Refresh outgoing tab and notice that change doesn't appear
5. In PlasticSCM client notice that actually folder is marked for add
Doesn't affect folders created inside Assets folder. Only happens when Assets folder is empty
Doesn't reproduce on perforce as there folders are only part of path and not files themselves

This is an issue in the PlasticSCMUnityPlugin itself which is developed by Codice Software. We have forwarded this bug to them.
