[Performance] FPS drops every second in Game View when secondary monitor orientation is set to Portrait Mode in Windows 11
Reproduction steps:
1. Open users attached project
2. Open ClubOrion-DummyRigAssets/ClubOrion-DummyRig scene
3. Enter the Play Mode
4. Go to Windows Settings > System > Display
5. Select secondary display
6. Set Display orientation to Portrait
7. Observe the frame rate in the Game View
Expected result: The Frame Rate is stable (around 300 in tested machine)
Actual result: The Frame Rate drops from 300 to 100 every second and goes back
Reproducible with: 2019.4.37f1
Could not test with: 2020.3.31f1, 2021.2.17f1, 2022.1.0b13, 2022.2.0a8 (could not upgrade the Project)

Seems to only reproduce with Windows 11
