Paused Playable starts playing when a GameObject's visible state is changed and Animator::SyncPlayStateToCulling() is called

Reproduction steps:
1. Open the attached project “Repro.zip”
2. Enter Play mode
3. Click the “Toggle Camera” button in the Game view (“No cameras rendering” should show up)
4. Click the “Toggle Camera” button again

Expected result: The Cube does not move
Actual result: The Cube starts spinning

Reproducible with: 2020.3.39f1, 2021.3.10f1, 2022.1.17f1, 2022.2.0b8, 2023.1.0a11
