[Particles] Prewarm can exceed Max Particles limit
1) Create Particle System
2) Set Prewarm to true
3) Set Max Particles to 1
4) Set Emission Rate over Time to 1 million
5) Write a script that calls:
ps.Play()
ps.Pause()
int c = ps.particleCount
Expected: c == 1
Actual: c == 20000
