Particle Systems are scaled incorrectly when using Velocity render alignment
How to reproduce:
1) Open attached project
2) Open the included Example Scene
3) Enter Play Mode
Reproducible with: 2018.1.0b1, 2018.3.14f1, 2019.1.1f1, 2019.2.0a14, 2019.3.0a1
Not reproducible with: 2017.4.26f1, 2018.1.0a7
Actual results: scaled Particle Systems appear low-resolution
Expected results: scaled Particle Systems should appear the same as in earlier version, more defined
