Particle System shortcuts don't work when Particle playback controls are collapsed
How to reproduce:
1. Open a new Unity project
2. Create a new Particle System in the Hierarchy window (Right-click -> Effects -> Particle System)
3. Select the created Particle System in the Hierarchy window
4. Collapse the "Particle Effect" option in the Scene view
5. Press the shortcut(,) key on the keyboard to play/pause the Particle System
Expected result: Particle System plays/pauses on shortcut press
Actual result: Particle System doesn't play/pause on shortcut press
Reproducible with: 2020.3.12f1, 2021.1.10f1, 2021.2.0a19
Could not test with: 2018.4.34f1 (No shortcuts for Particle System), 2019.4.27f1 (No collapse button for the playback controls)
