Parameter unity_CameraToWorld._13_23_33 is inverted when using Universal RP 7.4.1 and newer
How to reproduce:
1. Open the attached project "1257518.zip"
2. Open the "main" Scene
3. Open the Game view
Expected result: the numbers at the bottom right corner of the Game view are positive
Actual result: the numbers at the bottom right corner of the Game view are negative
Reproducible with: 2019.4.8f1 (7.4.1, 7.4.3), 2020.1.2f1 (8.1.0, 8.2.0, 9.0.0-preview.35), 2020.2.0a20 (10.0.0-preview.26)
Not reproducible with: 2018.4.26f1 (4.1.0-preview), 2019.4.8f1 (7.3.1)
Note: Tested and reproduces using Direct3D11 and Direct3D12 graphics APIs

The issue has been fixed and should no longer reproduce on Universal Render Pipeline 10.2.0 and above. The fix was also backported to URP 7.5.2 and URP 8.3.1.
