[Packman] Package upgrade icon is not shown for packages that are installed as a dependency
Package upgrade icon is not shown for packages that are installed as a dependency of other packages. Icon is not shown even when dependency packages have updates for verified versions. Refer to the attached video
Steps to reproduce:
1) Create a new project
2) Window > Package Manager
3) Install Animation Rigging
4) Select Burst package
Actual result: Package upgrade icon is missing for Burst package even though higher version of package version is available
Expected result: Package upgrade icon should be displayed for Burst package
Occurring on: 2021.1.0a8, 2020.2.0f1, 2020.2.0a1
Working fine on: 2020.1.9f1, 2019.4.12f1
Environment: Both Windows and Mac
