[Packman] Package manager window briefly shows "There are no packages selected"
Steps to reproduce:
1. Open user attached project
2. Enter the package manager UI (Project --> Packages --> Manage)
3. Notice that "There are no packages selected" appears for a brief moment
Expected result: there are no packages should not appear or the user should be indicated that the packages are loading instead
