[Packman] On shrinking package manager horizontally and vertically, install and remove options are not available
On shrinking package manager horizontally and vertically, install and remove options are not available. Refer the attached screenshot
Steps to reproduce:
1) Create a new project
2) Window > Package Manager
3) Shrink the package manager vertically and horizontally.
Actual result: Install and remove options are not available for packages.
Expected result: Install and remove options are available for packages.
Occurring in: 2019.3.0a10.
Not reproducble on: 2019.3.0a9, 2019.2.0b10
Environment: Both Windows and Mac.
