Packages folder fold/unfold state doesn't save between editor sessions
Reproduction steps:
1. Open new Unity project
2. In Project window, unfold "Packages" folder
3. Close and reopen Unity Editor
4. In Project window, observe "Packages" folder
Expected result: "Packages" folder is unfolded
Actual result: "Packages" folder is folded
Reproducible with: 2018.4.31f1, 2019.4.19f1, 2020.2.3f1, 2021.1.0b5, 2021.2.0a3
