[Packages] Entitites package includes unit tests from Unity.Services.Broker.dll
Steps to reproduce:
1. Download user attached project
2. Remove "testables" entries from the manifest.json file
3. Open project and open test runner
4. Observe that Entitites package includes unit tests from Unity.Services.Broker.dll
Expected result: Entitites package should not include unit tests from Unity.Services.Broker.dll
Reproduced in: 2018.3.0a8 - 2018.1.9f1 with entities package version 0.0.12-preview.8
Fixed in package: 0.0.42-preview.22
