Packaged asset can't be found before it is selected by the user manually
Reproduction steps:
1. Open the attached "test.zip";
2. Delete the Library/Temp folders for the attached project, if there are any;
3. Choose Tests/Ping Packaged Asset;
4. Select the asset Packages/test/text manually;
5. Choose Tests/Ping Packaged Asset again.
Expected results: Folder named "test" will be pinged after both steps.
Actual results: "test" is pinged only after selecting it manually.
Reproduced on: 2018.2.0b1, 2018.2.1f1, 2018.3.0a6. (Packages folder is showed in the Project view only from 2018.2.0b1)
