Package manager window does not become fullscreen when maximized
Reproduction steps:
1. Create empty project
2. Go to Window -> Package Manager
3. Make Package Manager window full screen (button at the top right corner of the window)
Expected: window becomes fullscreen
Actual: window does not become fullscreen (the height is correct, but not the width)
Reproduced on: 2018.1.0b7; 2018.1.0b13; 2018.2.0a8
