Package Manager window displays "Last update" twice in a row
How to reproduce:
1. Create and open a new project
2. Open the Package Manager
3. Observe the bottom area of the Package Manager window
Expected result: 'Last update' is written once
Actual result: 'Last update' is written twice in a row
Reproducible with: 2019.3.0b5, 2019.3.0b7
Not reproducible with: 2018.4.11f1, 2019.2.8f1, 2019.3.0a1, 2019.3.0b4, 2020.1.0a1, 2020.1.0a8
Could not test with: 2017.4.33f1 (Package Manager not available)
