Package Manager tooltips cover domain reload window
Steps to reproduce:
1. Create a new project
2. Open Package Manager (Window > Package Management > Package Manager)
3. Select any package and press “Install” button
4. Quickly select another package and hover over its “Install” button to see the tooltip
5. Observe the domain reload window
Actual results: Domain reload window is covered by the Package Manager tooltip
Expected results: Nothing of note happens
Reproducible with versions: 2021.3.52f1, 2022.3.63f1, 6000.0.52f1, 6000.1.9f1, 6000.2.0b7, 6000.3.0a1
Tested on (OS): Windows 11 Pro
Not reproduced on: macOS Sequoia 15.4 (M4) (Due to Package Manager window disappearing after pressing “Install” button)
