Package Manager search field's clear button is not displayed when Package Manager is reopened
How to reproduce:
1. Create a new project
2. Open Window > Package Manager
3. Type 'a' in the search field
4. Close Package Manager
5. Open Window > Package Manager
Expected result: Clear button of the search field is displayed
Actual result: Clear button of the search field is not displayed
Reproducible with: 2019.3.0a11, 2019.3.0b1, 2020.1.0a2
Not reproducible with: 2017.4, 2018.4, 2019.2, 2019.3.0a10
