[Package Manager] New packages are not shown, Package Manager UI can not be updated
Steps to reproduce:
1. Start a new project
2. Open Window -> Package Manager
3. Observe that the update button is not present and some of the packages are missing (such as ProBuilder)
Expected result: Package Manager should show new packages and the update button should be present
Reproduced in: 2018.2.0a5, 2018.1.0b13, 2018.1.0b7
Not reproduced in: 2018.1.0b6, 2018.1.0b5
Regression since: 2018.1.0b7
Fixed in: 2018.3.0a1, 2018.2.0b6, 2018.1.0f1, 2017.4.3f1
