Package manager never completes "Fetching packages" when importing an asset from the web page for the first time in a project
How to reproduce:
1. Create a new project
2. Import "Unity Particle Pack" asset from the web Asset Store page
3. Observe Package Manager window in the Editor
Expected result: The package appears in the Package Manager window
Actual result: "Fetching packages..." never finishes
Reproducible with - 2020.2.0b12, 2020.2.1f1, 2021.1.0b3, 2021.2.0a2
Not reproducible with - 2018.4 (assets are not opened in the Package Manager window), 2019.4.17f1, 2020.2.0b11

Notes:
This only happens for the first asset that is imported through the web Asset Store in a project.
