Package Manager list scrollbar position is reset to selection when refocusing the window
To reproduce:
1. Open attached project ("case_1253140.zip")
2. Select All Packages in the Package Manager window
3. Select the 2D Animation package
4. Scroll down halfway to the list
5. Focus Hierarchy window, refocus the Package Manager window
Expected result: Scrollbar position remains the same
Actual result: Scrollbar position is reset to show the selected package
Reproducible in: 2020.1.0a11, 2020.1.0b12, 2020.2.0a7
Not reproducible in: 2018.4.23f1, 2019.3.16f1, 2019.4.0f1, 2020.1.0a9, 2020.2.0a8, 2020.2.0a14
