Package Manager feature quick start links open up old documentation

How to reproduce:
1. Open package manager
2. Select the "Engineering" feature and click on a "Quick Start" link

Expected results: Documentation from relevant stream opens up
Actual result: 2021.2 Documentation is opened

Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.5f1, 2023.2.0b1
