[Package Development] Changes are not saved when the package description is edited
How to reproduce:
1. Open the attached UVoronoi.zip
2. Go to Window/Package Manager and select Uvoronoi package and press Pencil icon to edit its properties in the inspector
3. Edit something in the description and press Apply
4. Open the package again and inspect the description
Actual: Changes are not saved when the package description is edited
Reproducible with: 2019.3.8f1
Not reproducible with: 2020.1.0b4, 2020.2.0a5
Notes:
- The Validation button works on my side
- No errors related to package development there thrown
- Could not test with earlier versions because of the package errors
