Package bulk action button hidden when plenty of space to display
h5. Repro Steps:
- Open Package Manager
- From List view, select multiple packages
- Resize the window horizontally to minimum size
h5. Expected Result:
Package details view show bulk action buttons in each package rows.
h5. Actual Result:
Depending on horizontal window size, buttons are hidden even if plenty of space available to be displayed (see screenshot attached).
Same when the window is docked or undocked.

This seems to be a regression. I can not repro in {}2023.1.2f1{}. Repro in 2023.3.0a1.254
