Package bulk action button hidden when plenty of space to display
h5. Repro Steps:

1. Open Package Manager
2. From List view, select multiple packages
3. Resize the window horizontally to minimum size

h5. Expected Result:

Package details view show bulk action buttons in each package rows.
h5. Actual Result:

Depending on horizontal window size, buttons are hidden even if plenty of space available to be displayed (see screenshot attached). 
Same when the window is docked or undocked.
