Overlay Menu background either disappears or container expands when expanding or contracting foldouts
Steps to reproduce:
- Open any Project
- In Scene View click the tilde key to open the Overlays Menu
- Open or close the master Unity foldout and do not move the cursor
Actual results: Overlay Menu background disappears for a split second or until cursor is moved
Expected results: Overlay Menu background stays consistent based on the current items in it
Reproducible with versions: 6000.5.0a5
Not reproducible with versions: 6000.0.66f1, 6000.3.5f1, 6000.4.0b4, 6000.5.0a4
