[OSX] A window cannot be dragged back when it's dragged from one screen to another when the screens are placed vertically
Repro steps:
1. Create a new project
2. Make sure the screens are placed vertically
3. Drag and drop a window from one screen to another
4. Try to drag it back
Actual: The window cannot be dragged back into the initial screen and snaps back to the screen where it was dragged from unless it's dragged really fast
Reproducible with: 2018.2.0b7, 2018.31f1, 2019.1.0a12
Not reproducible with: 2017.4.17f1, 2018.2.0b6
