Orientation gizmo is not visible in the Editor
How to reproduce:
1. Open the user's attached project "KUN_procedural_animation.zip"
2. Open the overlay menu and make sure Orientation is selected
3. Observe the Scene View
Expected result: the orientation gizmo is visible
Actual result: the orientation gizmo is not visible
Reproducible with: 2020.3.41f1, 2021.3.13f1, 2022.1.23f1, 2022.2.0b15, 2023.1.0a19
Reproducible on: Windows 10 Pro
