Opening Culling mask dropdown list throws IndexOutOfRangExceptions if all layers are used
How to reproduce:
1. Download the attached project
2. Select "Directional Light" in the Hierarchy window
3. In the Inspector window, expand the "Culling Mask" dropdown list
4. Observe the console window
Expected outcome: No errors appear
Actual outcome: "IndexOutOfRangeException" errors appear
Reproduced with: 2020.3.46f1, 2021.3.21f1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a6
