Opening a project for the second+ time makes importing hang on some package scripts
Reproduction steps:
1. Create a New Project
2. Exit Editor
3. Open the Project again
4. Notice it's loading for a very long time/indefinitely on some package scripts
Expected Result: Project loads in a reasonable amount of time
Actual Result: Import hangs on some package script
Reproduced with: 2020.1.0a11, 2020.1.0a9
Did not reproduce on: 2020.1.0a8, 2019.3.0b9, 2019.2.11f1, 2018.4.12f1, 2017.4.33f1
Note:
Editor sometimes hides in the background without any progress
Editor freezes when resetting/editing packages
Editor freezes when updating the package manager list
