Oculus Quest app using Vulkan crashes on startup
How to reproduce:
1. Open the attached project "Test2021.3.zip"
2. Build and run SampleScene on Oculus Quest
Expected result: App starts normally
Actual result: App crashes before the splash screen
Reproducible with: 2021.3.3f1
Not reproducible with: 2021.3.4f1, 2022.1.3f1
Could not test with: 2019.4.39f1, 2020.3.35f1, 2022.2.0a15 - due to unavailable Packages / URP errors in the Console window
