Overlay Menu issues

NOTE

This issue can be reproduce with any overlay menu in any window eg SceneView.

Steps to reproduce:
1. Create a Universal 2D project
2. Create any Sprite (Create > 2D > Sprites > Triangle)
3. Select newly created Sprite and press “Open Sprite Editor” button in the Inspector
4. Press kebab menu in the Sprite Editor window and select Overlay Menu
5. Observe Overlay Menu and press on eye icon to enable Overlay Menu

Actual results: New menu icon appears in the Sprite Editor window, pressing it does nothing, right-clicking on it and pressing “Collapse” option opens another Overlay Menu with less options
Expected results: New menu icon appears in the Sprite Editor window, pressing it opens Overlay Menu, pressing “Collapse” option collapses the menu

Reproducible with versions: 6000.0.55f1, 6000.1.15f1, 6000.2.0b12, 6000.3.0a4
Not reproducible with versions: 2021.3.54f1, 2022.3.65f1 (no Overlay Menu option)

Tested on (OS): Windows 11, macOS Sequoia 15.4 (M4)

Notes: Overlay Menu could also have borders just like Sprite menu so that it could be seen more clearly
