Objects receive a black outline in Ray Traced Screen Space Reflections

# Open the attached project
# Open the OutdoorsScene
# Enter Play mode
# Observe the Game view
*Actual results:* Object reflections receive a black outline
*Expected results:* Objects are reflected without additional artifacts
*Reproducible with versions:* 2023.2.0a14, 6000.0.47f1, 6000.1.0f1, 6000.2.0a9
*Not reproducible with versions:* 2022.3.61f1, 2023.2.0a13
*Tested on (OS):* Windows 11
*Notes:*
* The Outline can be observed in the Scene view after entering/exiting Play mode as well, however, it disappears after the Scene camera is moved

Latest issues
- Default Preset application and Reset() method execution order is different when adding a Component via the Inspector versus calling Reset via the Component context menu
