[URP] NullReferenceException is thrown when running a Dedicated Server build with checked "Enable Dedicated Server optimizations" player setting's checkbox
Reproduction steps:
1. Open the attached “URP-DedicatedServer-Optimized” project
2. Open the Build Settings window ( File > Build Settings… )
3. Switch to Dedicated Server target
4. Click on “Build and run“ button
5. Observe the launched Console Application window
Expected result: Dedicated Server App runs without exceptions
Actual result: “NullReferenceException“ is logged in the Dedicated Server App Console window
Reproducible with: 2022.3.12f1, 2023.1.19f1, 2023.2.0b16, 2023.3.0a12
Could not test with: 2021.3.32f1 (“Enable Dedicated Server optimizations“ checkbox isn’t introduced)
Reproducible on: Windows 11 Pro (22H2)
Not reproducible on: No other environment tested
