NullReferenceException error related to Rider package, External Tools tab in Preferences displays no content
How to reproduce:
1. Create any project
2. Notice the exceptions in the log
3. Open the External Tools tab in Preferences
Expected result: Project is created without any exceptions, External Tools tab displays content
Actual result: Upon project creation, NullReferenceException error related to Rider package, External Tools tab displays no content
Reproduced with: 2019.3.0a11 with package version 1.0.8
