New input system freezes for several seconds shortly after repeatedly entering play mode
Reproduction steps:
-Due to the nature of this issue, there is no way to currently reproduce it
Reproducible with, according to user reports, Input System 1.0.1 - 1.0.2 (2019.4.8f1, 2019.4.16f1), 2020.1.6f1, 2020.2.1f
Notes:

-From user reports inputs freeze for 5-10 seconds after entering Play Mode, issue only occurs in the Editor

I've been having this issue with both Xbox One controllers and keyboard input across several Windows machines at this point, through several months, Unity Versions, and Input System updates. A few seconds after entering playmode, input will stop responding for 5-10 seconds, freezing in whatever state it's in (eg, the controller does not recognize that the thumbstick is no longer receiving input).
Currently in Unity 2020.1.15f1, with input system 1.0.2, but the same thing happened in 2019.3 and LTS with the older Input System...
