New Input System does not detect virtual touchscreen device that is enabled POST app startup
Repro steps
1. Use a touch-enabled Windows device, e.g. Surface
2. Disable HID-compliant touch device in Device Manager
3. Start build/editor and enter play mode
4. Re-enable HID-compliant touch device in Device Manager
Expected Result: Touch input is detected
Actual Result: No touch input is detected
