[NetworkDiscovery] If "StartAsServer" fails, it can't be restarted
If "StartAsServer" fails, it can't be restarted. "m_HostId" is not reset and can't be reset with "StopBroadcast", because "m_Running" is false.

Resolution Note:
This is a minimal issue which is unlikely to be encountered in most use cases. Furthermore, as we are at the end of supporting this functionality, we focus on critical issues and this most likely wouldn't be fixed.
