Nested custom Type will always be null, when the assetbundles containing the .dlls which define it are loaded at runtime
Steps to reproduce:
1. Download and open the project "Project-2.zip"
2. Enter Playmode or Build for Standalone and Run
3. Press on-screen button to load assemblies
Expected result: onscreen text changes to values defined for Inner class
Actual result: Inner class is null
Reproduced on 5.4.5p1, 5.5.4f1, 5.6.2p1, 2017.1.0f1, 2017.2.0b1
Notes:
-If you include the assembly in the build on itself, it loads up just fine

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
