Name of EditorApplication.isPlayingOrWillChangePlaymode is inconsistent with its behaviour
Normally, EditorApplication.isPlayingOrWillChangePlaymode implies that if EditorApplication.isPlaying = true, EditorApplication.isPlayingOrWillChangePlaymode should also be equal to true. However, when exiting play mode, EditorApplication.isPlayingOrWillChangePlaymode is set to false and EditorApplication.isPlaying is set to true.

I hope this is intended behavior. Without this there wouldn't be a way to know when the editor is going to change from play to stop. If someone wants the behavior the OP wants they can just use (UnityEditor.EditorApplication.isPlaying || UnityEditor.EditorApplication.isPlayingOrWillChangePlaymode)

This issue still exists in Unity5.
