Moving in the Scene View using Right-click & WSAD doesn't work when ProGrids Window is Enabled
How to reproduce:
1. Create new project
2. Install ProGrids package
3. Open Tools>ProGrids Window
4. Try to use Right-click and WASD to move in the Scene View
Reproducible with: 2017.4.23f1, 2018.3.9f1, 2019.1.0b7, 2019.2.0a8
Reproducible with both 2.x package from the asset store and 3.0.3 from the Package Manager
Actual results: Right-click & WSAD combination doesn't allow you to move in the Scene View
Expected results: Right-click & WSAD combination should allow you to move in the Scene View
