Mouse delta events not called when "Update Mode" in Project Setings is set to "Process Events In Fixed Update" on WebGL builds
How to reproduce:
1. Open the user attached project (ReproInputSystemWebGL.zip) and make sure the "SampleScene" is open
2. Press Ctrl+Shift+B to open the Build Settings window
3. Make sure the platform is set to WebGL then build and run
4. In the build try to look around by moving the mouse
Expected results: The camera rotates following the mouse movements
Actual results: The camera doesn't rotate
Reproducible with: 2019.4.31f1, 2021.2.0b12, 2022.1.0a11
Not reproducible with: 2020.3.19f1, 2021.1.22f1
Notes:
1. Reproducible on Ubuntu 20.04
2. Not reproducible on Windows 10 due to WebGL build failing on all tested versions
3. The issue appears to be independent of the new Input System package version
