[Windows] Mouse cursor Y position is inverted when using Mouse.current.WarpCursorPosition
How to reproduce:
1. Open the attached project (WarpCursorTest.zip)
2. Open Scenes/SampleScene
3. Enable "Maximize on Play" in the Game view Control bar
4. Press the Play Button
5. Right-click anywhere in the Game view
Expected result: cursor stays at the same position
Actual result: cursor changes position
Reproducible with: 1.0.2, 1.1.0-pre.5 (2019.4.29f1, 2020.3.16f1, 2021.1.17f1, 2021.2.0b6, 2022.1.0a5)
Notes:
1. Reproducible in Editor on MacOS
2. Not reproducible in Editor on Windows
3. Reproducible in builds on both Windows and MacOS
